I say also look at those swivels on top of the struts. They may not be swivelling, and you may be turning the mounts in the strut towers, which is possible. Depends on how the strut bearings were (mis-) assembled, if they are solid and not turning where they should be, that would be hard to steer as well. Although, as you steer, you would get a sproing-action as the coil spring winds up a bit, then the swivel lets go, then the coil winds up again. And you would be likely to hear odd noises as well. Something to check though, take a dry-erase marker, and mark the swivels while straignt, and then turn the wheels all the way one way, and see if the marks still line up.
These things do not steer that tough, even at a slow roll they are easy to steer. I agree with Roger, small tires fully inflated turn easier.
