You should do both e-brake cables at the same time.  They are $22 each at I&M import car parts in Edmonton.
 
The toughest part of the process is getting the rear brake drums off to get to the wheel-end of the cable(s).  Its a catch-22.  No matter how good we are at describing the process of raising the adjuster wedge thru a wheel bolt hole, you will get the "ah-ha thats how its done" only after YOU feel the adjuster on the end of YOUR pry-bar, and YOUR drum suddenly loosens and slides off in your hand.
 
Have you ever lifted the adjuster wedge and removed the rear brake drum(s)?  If you have, then you know what I'm talking about.  If you haven't, this concept is Greek to you.
 
If you already know how to do the lift-the-adjuster part, let us know and we will all save the trouble of sending our tips.  If you haven't, bear in mind that many many "professional" non-VW mechanics have wrecked a Caddy-load of brake parts by prying-pressing and torching on the drums, when all thats needed to get the drum to fall off in your hand is a perfectly placed gentle flick of the wrist.  Do it right and its easy, do it wrong, and you'll be buying more parts.
